SELF FINANCING MEDICAL & DENTAL COLLEGES

The fee structure for Self-financing Medical and Dental Colleges will be adopted as fixed by
the Fee Committee constituted by the Government of Tamil Nadu during the academic year
2023-2024 and will be notified in the website at the time of counseling.

The Committee on Fixation of Fee in respect of Self-Financing Professional Medical and
Dental Colleges fixes the fee including Tuition fee, Admission fee, Special fee,
Laboratory, Computer, Internet fee, Library fee, Sport fee, Maintenance and Amenities
fee, extracurricular activities fee, and other recurring expenditure.

Selected candidates have to pay entire Tuition fee, Special fee etc, at the time of
downloading the allotment order through online via RTGS / NEFT Check the validity of
the Debit card and bank balance keep it ready while logging on to the website for
submitting application form. Candidates should enter the information asked for and make
payment through Debit card.

Any grivences regarding collection of fees by theSelf Financing Institutions, have tobe
represented only to the “COMMITTEE ON FIXATION OF FEES IN RESPECT OF FIXATION OF SELF FINANCING PROFESSIONAL COLLEGES.”

Scheduled Caste converted to Christian Community

Candidates who have selected Government Colleges : Scheduled Caste converted
to Christian Community whose parents’/ guardians’ annual income is less than
Rs.2,00,000/- (Rupees Two lakhs only) are exempted from payment of all compulsory,
non-refundable fee (Enrolment / Registration, Tuition, Games, Union, Library, Magazine, Medical Examination and such other Fee compulsorily payable by the scholar to the Institution or University / Board) and also exempted from all compulsory non-refundable fee fixed by the “Fee Committee”. The fee, so exempted shall be

After receipt of the joining report from the Deans of the respective colleges, the Tuition Fee
amount will be transferred to the concerned colleges. This fee is Non-refundable. If the
candidate do not join the Institution, he / she has to forfeit the amount paid while getting the provisional allotment order and that allotted seat will automatically stand cancelled. The candidates who discontinue the course will also forfeit the Tuition Fee paid at the time of counselling.

DISCONTINUATION FEE

  • The candidates who discontinue the course after the cut-off date fixed by the National
    Medical Commission / Dental Council of India (which will be intimated later) should pay
    the Discontinuation Fee of Rs.10,00,000/– whichever is applicable as per the dates, by
    means of Demand Draft drawn in favour of “The Secretary, Selection Committee,
    Kilpauk, Chennai-10” payable at Chennai.
  • If a candidate selects a seat in final phase of counselling and does not join the course
    within the stipulated time, then the candidate has to pay the penalty as Discontinuation
    Fee by means of Demand Draft drawn in favour of “The Secretary, Selection Committee,
    Kilpauk, Chennai-10” payable at Chennai and has to forfeit the Tuition fee also.
  • The admission to MBBS / BDS Degree Courses for 2023-2024 will close on the cut-off

COUNSELLING PROCEDURE

Admission on preferential basis (7.5 percentage) as per the Tamil Nadu Admission
to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and Homeopathy on preferential basis to students of Government Schools Act, 2020 (Tamil Nadu Act No.34 of 2020).

As per the relevant provisions of the Tamil Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and Homeopathy on preferential basis to students of Government Schools Act, 2020 (Tamil Nadu Act No.34 of 2020), seven and a half per cent (7.5%) of seats in the admission to M.B.B.S. course and other medical courses, for which the National Eligibility-cum-Entrance Test (NEET) is prescribed as the qualifying examination have been set apart, on preferential basis to students of the State Government schools who have qualified in the said Test.

Government seats

(1) all the seats in M.B.B.S., B.D.S., BSMS, BASMS BUMS and BHMS courses in Government Colleges, excluding the seats reserved for all India quota; and

(2) 65 per cent of seats in M.B.B.S., B.D.S., BSMS, BASMS BUMS and BHMS courses in non-minority educational institutions and 50 per cent of seats in minority educational institutions, or the seats as arrived at in accordance with the consensus between such institutions and the Government;

Government Schools

Government schools” mean and includes Government schools, Corporation schools, Municipal schools, Adi Dravidar and Tribal Welfare schools, Kallar Reclamation schools, Forest Department schools and other schools managed by Government departments.

“Students studied in Government schools” mean children who have studied from Sixth Standard to Higher Secondary Course in a Government school and qualified in the National Eligibility-cum-Entrance Test

“M.B.B.S., and B.D.S., courses” means the first year of Bachelor of Medicine and Bachelor of Surgery and Bachelor of Dental Surgery.

SELECTION METHOD

The selection will be made based on NEET – UG 2023 score and by Single Window counselling following the rule of reservation by the Government of Tamil Nadu as follows:-

Open Competition 31 %
Backward Class 30 %
Most Back ward Class 20 %
Scheduled Caste 18 %
Scheduled Tribe 01 %

 

1. Within the 30% reservation for Backward Classes, 3.5% will be provided for Muslims.

2. 16% of seats out of the 18% quota earmarked to Scheduled Caste shall be allocated to the Arunthathiyar Community as per Tamil Nadu Act No.4 of 2009 dated 12.03.2009.

3. Reservation applicable at the time of counselling will be followed.

BC, BCM, MBC / DNC, SC, SCA, and ST candidates are eligible for selection under
Open Competition as per rank in addition to the reservation made for those categories.

a) Any remaining unfilled seats for want of adequate number of eligible candidates
belonging to SCA community shall be filled by candidates belonging to SC community
other than Arunthathiyar as per merit and vice versa.

b) Any remaining reserved seats in ST Quota for want of adequate number of eligible
candidates belonging to ST community shall be allotted to candidates belonging to SC
Community as per merit.

c) Any remaining unfilled seats in BCM Community for want of adequate number of eligible
candidates after exhausting the merit list shall be filled up on merit basis by candidates
belonging to BC community without exceeding the quota for BC community as a whole

d) Even after filling up of the required seats reserved for Arunthathiyars on preferential
basis, if more number of qualified Arunthathiyars are available, such excess number of
candidates of Arunthathiyars shall be entitled to compete with the Scheduled Castes
other than Arunthathiyars in the inter-se merit among them

counselling within the stipulated date and time as mentioned in the counselling Schedule.

3) It is advisable that candidates may choice lock all Colleges (Category wise) at the
time of counselling as per their own preference. Choice Lock of all Colleges (Category wise) will AVOID OPT OUT of colleges in subsequent phase of
counselling.

4) Once the candidate locks his/her choices during the online counselling, it cannot be changed later.

5) Admission to MBBS/BDS course shall be made by online counselling on the basis of rank by applying the rules of reservation based on the preference of Choices given by the candidate.

6) The candidates should produce their ORIGINAL CERTIFICATES in person at the time of joining in their selected Colleges along with scanned copies of original certificates to the concerned Colleges.

7) Candidates are advised not to share Login ID, Password and OTP with others.

8) Joined candidates upto Round II of All India Quota or State Quota shall not be
eligible to participate in the further rounds for All India Quota or State Quota from
the academic year 2022-2023 onwards as per the directions of the Hon’ble
Supreme Court of Indiavide order dated.31.03.2022 in W.P.(c).No.174 of 2022 and
DGHS guidelines issued in Ref.No.U/12021/01/2022–MEC, dated.12.07.2022

II. FIRST PHASE OF ONLINE COUNSELLING:

a) The candidates should pay a non-refundable amount of Rs.500/– (Rupees Five
hundred only) towards Processing Fee via Bank payment portal and register for
1st Phase of Counselling.

b) A candidate who has not registered in the first phase of online counseling will not be
permitted to attend the subsequent phases of online counselling.

c) If the candidate who opts out of any Medical/ Dental college(s) in First phase of
online Counselling, he/ she cannot claim the opted out college(s) for locking their
choices in subsequent phase of counselling.

Example : If a Candidate during the First Phase of counselling lock his/her choices
in 34 Government Medical Colleges out of 36 in Category A, he/she cannot be able
to lock his/her choices in remaining Medical Colleges during subsequent phases of
counselling. This “same pattern of opt out” is applicable for all Categories (A, A1, B,
C and D) and not applicable for newly added Medical / Dental Colleges during
subsequent phases of counselling.

d) A candidate who has taken a seat and not joined/discontinued the course within the
stipulated time will be eligible to attend the subsequent phases of online counselling
for the academic year 2023-2024. This is applicable for all phases of online counselling.

e) Re-allotment is permitted only during the second phase of counseling based on rank
following the Rule of Reservation.

f) Mutual transfer/Individual request for transfer of college will NOT be permitted under
any circumstances.

g) Provisionally selected candidates will be called for original certificate verification.
Candidate should bring all the original certificates to the venue which will be intimated later in the official website. After verification of the original certificates, the candidate can download the provisional allotment order by paying the tuition fee as mentioned.

h) If a candidate fails to join the College within the stipulated time, in the 1st phase of
counselling he/she will be permitted to participate in the 2nd phases of online counselling.

i) The remaining seats of Persons with Benchmark Disability seats will be added in the
General Category in 1st phases of counselling

III. SECOND PHASE OF ONLINE COUNSELLING:
When a candidate plans to attend the scheduled second phase of online counselling, then
the candidate has to pay the processing fee of Rs.500/-(non-refundable) via online Bank
payment portal. The candidates who have already paid the processing fee during 1st phase of counselling need not pay again.

a. The candidates who wish to retain the college taken in first phase of online counseling need not participate in second phase of counseling.

b. Re-allotment / allotment for the vacancies arising due to not joining of the candidates allotted in Previous Round of Counselling and newly created seats in newly Affiliated Medical / Dental Colleges if any, will be shown to all candidates on the basis of the rank following the rule of reservation.

c. During the second phase of online counselling, candidates will be permitted to opt the course / college as per rank and by following the rule of reservation from General rank one.

d. Candidates who are waitlisted in First Phases of Online Counselling will be allowed to participate in this second phase of Online Counselling.

e. If the candidates who opts out of any Medical/ Dental colleges in 1st Phase of Counselling, he/ she cannot claim the seats in the opted out College for choice locking in the subsequent phases of counselling.

f. If the candidate is Re-allotted, then the MBBS/BDS seat allotted to him/her during 1st Phase of Counselling will be allotted to other candidates in descending order, not in ascending order.

g. If the candidate discontinues / Not-joined the course after completion of 2nd Phase of
Online counselling will not be eligible to attend the subsequent phases of online counselling for the academic year 2022-2023, he/she will have to forfeit the Processing Fee / Security Deposit & Tuition Fee paid by him/her.

h. Virtual vacancies: Any candidate who has been allotted a seat in 1st Phase and has
opted for up-gradation in 2nd Phase that allotted seat of 1st Phase will be shown as virtual vacancy in 2nd Phase and candidates can fill the said seat during the choice filling in 2nd Phase. However, such seats will be allotted in 2nd Phase, if the allottee of 1st Phase vacates/upgrades in 2nd Phase. When that virtual vacancy becomes real vacancy, it is open to all in the order of merit.

i. Other terms and conditions are as in the first phase of online counselling.

IV. MOP-UP ONLINE COUNSELLING:
When a candidate is scheduled to attend the Mop-Up online counselling, then the candidate has to pay the processing fee of Rs.500/-(non-refundable) via online Bank payment portal. The candidates who have already paid the processing fee during previous phase of counselling need not pay again

1) As per DGHS Notification a candidate allotted and joined under All India Quota or State Quota in the previous round will not be allowed to State Quota Mop-up counselling.

2) A Candidate not holding any MBBS/BDS seats under All India Quota and State Quota will be allowed to participate in State Quota Mop-up counselling.

3) If a candidate is holding/ getting a seat in State Mop-Up Round of counselling, he/she will not be eligible to participate in Management Mop- Up counselling.

4) If a candidate is getting a seat in MBBS/BDS course in State Quota MOP-UP Round, who is already holding a seat in Management/ Minority/ NRI lapsed Quota in Round – I/ II, that Management/ Minority/ NRI lapsed seat will be automatically cancelled and that seat will be shown as vacant in MOP-UP Counselling of Management Quota. So, Candidates should understand that they can not reclaim Management Seat allotted ealier and be vigilant before participating Mop-Up counseling for State quota.

5) The candidates, who have selected seats in the mop-up counselling and have received their provisional allotment order, should report in person before the respective Medical / Dental College on or before the stipulated date and time mentioned in their provisional allotment order.

6) If he / she fails to join in the specified date and time in the respective college, it will be considered as discontinued and the candidate should pay the penalty.

7) Other terms and conditions are as in the first/second phase of counselling.

V. STRAY ROUND OF COUNSELLING

a. Stray Round of Counselling will be conducted by the respective Self Financing Medical / Dental Colleges only, based on Dar-Su-Slam Judgment from Merit List in ratio 1:10 sent by Selection Committee.

b. Candidates who are not holding any seats in MBBS/BDS course will be eligible to participate in this Counselling.

c. Candidates who have joined in All India and State Quota seats for MBBS/BDS will not be eligible to participate in this Counselling.

d. If he / she fail to join in the specified date and time in the respective college, it will be
considered as discontinued and the candidate should pay the penalty.

e. Selection Committee takes no responsibility of any allotment made by Self Financing Institution in the stray vacancy round and shall not be held responsible for any wrong / incorrect allotment. If is found that any seats have been allotted in the stray vacancy round in disregard of Merit List, appropriate action will be taken by the concerned authorities.

RANK LIST

Rank List of the candidates (Common Rank List) shall be prepared on the basis of
the marks obtained in National Eligibility-cum-Entrance Test (NEET-UG 2022) for MBBS
/ BDS Degree Courses for the academic year 2022-2023.

Separate rank lists for candidates under Special Category shall be prepared on the
basis of the marks obtained in National Eligibility-cum-Entrance Test (NEET-UG 2022)
for MBBS / BDS Degree Courses for the academic year 2022-2023 for

i) Special Categories (Children of Ex-serviceman, Person with Benchmark Disability and Eminent Sports Person)

ii) 7.5% Government School Category (candidates seeking admission under the Tamil
Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and
Homeopathy on preferential basis to students of Government Schools Act, 2020 – Tamil
Nadu Act No.34 of 2020).

METHOD OF SELECTION AND ADMISSION

(i) The admission shall be made on the basis of National Eligibility-cum-Entrance Test
NEET-UG 2023 score for MBBS / BDS Degree Courses for the year 2023-2024 through Single Window system following the rule of reservation for the State Quota seats in Government Medical / Dental Colleges, Government Quota seats in Self Financing Private Medical / Dental Colleges and ESIC Medical College and PGIMSR, K.K.Nagar, Chennai affiliated to The Tamil Nadu Dr. M.G.R. Medical University.

(ii) Merely appearing and qualifying in NEET (UG) – 2023 does not confer any right to
the candidate for admission to MBBS / BDS Courses. The selection and admission to MBBS / BDS course in any Medical Institution recognised for MBBS / BDS Courses is subject to fulfilling the admission criteria, eligibility, rank in merit list, medical fitness and such other criteria as may be prescribed by the Government of India, respective State Institutions and Medical / Dental Colleges.

(iii) Candidate’s eligibility for MBBS / BDS Courses is purely provisional and is subject
to fulfillment of eligibility criteria as prescribed by the Government of Tamil Nadu as
applicable.

(iv) The Government Orders issued and to be issued from time to time pertaining to any
of the matters contained in this prospectus should be read as part and parcel of this
Prospectus and such terms and conditions in the Government Order are deemed to
have been incorporated in this Prospectus

COUNSELLING PROCEDURE FOR SPECIAL CATEGORIES

a) Counselling for the Special Categories (Eminent Sports Person, Children of
Ex-Servicemen and Persons with Bench Mark Disabilities) will be done ahead of the
General Category. The candidates have to appear in person along with the relevant
original certificates at the venue specified in the websites.

b) There will be RE-ALLOTMENT allowed in the 2nd round of Counselling for Special
Category.

c) Any discontinued / Not Joined / un-availed vacancies in Special Category (Persons with
Benchmark Disability seats) will be added to General Category in the 2nd round and
MOP-UP of Under Graduate counselling.

d) The movement of candidate from Special category (Eminent Sports Person, Ex servicemen and Persons with Bench Mark Disabilities) to General Category in cases where they do not qualify for Special category will be based on the General rank
following the Rule of Reservation.

e) The candidates seeking admission under Special Category for both MBBS and BDS
Degree Courses (Eminent Sports Person, Persons with Benchmark Disabilities and
Children of Ex-Servicemen) are instructed to pay an additional sum of Rs.100/- through
online via bank payment portal for each Special Category separately and to enclose the
relevant certificates claiming that Special Category.

The candidates applying under Special categories viz., Persons with Benchmark
Disabilities and Children of Ex-servicemen are instructed to submit their application both
in online and offline mode and submit the downloaded filled in online application with
enclosures on or before (will be updated) 2023 either by post or by courier or in person to the following address.

Eminent Sports persons

Eminent Sports persons are instructed to submit their application in online mode and
submit the downloaded filled in online application along with two sets of enclosures on or
before (will be updated) 2023 in person only to the above address.

1. Seats Reserved for Special Categories in Government Colleges:-

a. Seats earmarked for the special categories will be allotted following the Horizontal
Reservation. The seats will be allotted as per rank in the concerned special category
and those seats will be deducted in the concerned compartment (OC / BC / BCM / MBC
/ DNC / SC / SCA / ST) and the remaining seats, if any, will be added to the General
Category.

b. If adequate number of eligible candidates is not available under Special Category, then
the earmarked seats will be reverted back to General Category.

c. The candidates who got selected under the Special Category and not joined /
discontinued the course at a later date will not be eligible to apply under the Special
Category in future for the next two academic years.

d. The candidates who have previously applied for the MBBS/BDS Degree Courses under
Persons with Benchmark Disabilities made ineligible by the Rajiv Gandhi Government
General Hospital, Chennai are not eligible to apply under this category. Such application
will be summarily rejected.

2. Seats Reserved for the Children of Ex-Servicemen :
(Number of seats reserved in M.B.B.S. – 10 & B.D.S. – 1)

  • The candidates seeking admission to MBBS / BDS Course under Children of
    Ex-Servicemen Category should apply online for Ex-serviceman certificate, in the
    prescribed form available in the website www.esmwel.tn.gov.in which should issued by
    the Assistant Director of the concerned Ex-Servicemen Welfare Board.
  • The candidates should furnish the online certificate as prescribed in the format obtained
    from the competent Ex-servicemen Welfare Board.
  • The Special Committee from the Directorate of Ex-Servicemen Welfare, Chennai – 03
    constituted will scrutinize the prescribed certificates given by the Assistant Director of the Ex-servicemen Welfare Board submitted by the candidates. The priority list given by the Special Committee will be final. Eligible candidates will be selected on priority basis by the above said Committee. The other eligibility conditions for admission to MBBS / BDS Degree Course will be applicable as in the case of General Category.
  • The candidates who submit their Ex-Servicemen Certificate after the last date of online
    submission will not be considered for Ex-Servicemen Quota.
  • The Ex-Servicemen Quota priority list will be furnished by the Special Committee to the
    Selection Committee, Directorate of Medical Education, Kilpauk, Chennai. The decision
    of the Special Committee will be final.
  • In the Ex-servicemen Quota priority list, If same priority is obtained by more than one
    candidate, then rank list will be assigned based on NEET UG – 2023 Rank
3. Seats Reserved for Eminent Sports Person :
(Number of seats reserved in M.B.B.S – 7 and B.D.S.- 1)
  • The Common Committee from Tamil Nadu Sports Development Authorities, at the office
    of the Secretary, Selection Committee, will scrutinize and approve the eligibility norms,
    list of sports events, marks for various categories of achievements, competent authority
    to issue forms / certificates, etc., for TNEA 2023 / MBBS 2023 admissions under
    Eminent Sports Persons Quota.
  • The Rank list for this category will be done by the Common Committee constituted for
    this purpose.
  • The Sports Quota rank list will be furnished by the Common Committee to the Selection
    Committee, Directorate of Medical Education, Kilpauk, and Chennai. The decision of the
    Common Committee will be final.
  • If the Original certificates are not produced in person to the Common Committee at the
    time of scrutiny for Sports Quota at the Selection Committee, Directorate of Medical
    Education, Kilpauk, Chennai, the candidates will not be considered under the Sports
    Category. Subsequent production of original certificate or sending photo copy of sports
    evidence by post / courier will not be accepted.
  • If same sports mark is obtained by two or more candidates, then sports rank will be
    assigned based on NEET UG – 2023 Rank.
4. Eligibility for Bench Mark Disabilities as per the Right of Persons with Disability
Act, 2016.

a. 5% of the total number of seats available in Government Medical / Dental Institutions will be filled by candidates falling under Persons with Bench Mark disabilities as per MCI
Guidelines / Regulations in accordance with the Rights of Persons with Disabilities Act,
2016. If the seats reserved for the persons with disabilities in a particular category
remain unfilled on account of unavailability of candidates, then earmarked seats would
be included in the general category in the 2nd round of counselling.

b. Candidates are required to visit the official websites www.tnhealth.tn.gov.in,
www.tnmedicalselection.org for latest information in this regard.

Candidates with less than 40% disabilities are NOT ELIGIBLE for reservation,
provided that the candidates are eligible to apply for MBBS / BDS Degree Courses

TN MBBS / BDS Counselling 2023 – Online Application Forms

PROCEDURE FOR FILLING AND SUBMISSION OF ONLINE APPLICATION FORM

The candidates are advised to take a print out of the Prospectus from the official
websites and read it carefully, along with the parent / guardian before filling up the online
application form for the academic year 2023-2024. 

The candidate should log in to any one of the following websites :-

The application forms will be available online from  – Will be Updated

I. Candidates have to fill all the mandatory columns in the online application. All the
relevant documents should be uploaded in PDF format. Candidates are instructed to
submit the online application after filling up all the required fields.

II. Request for change in any particulars after submitting the online application form shall
not be entertained under any circumstances.

III. Candidates are instructed to upload the following certificates while filling the online
application form and submit.

1. NEET- UG 2022 Admit card and Score card.
2. Class X Mark Sheet (both sides of Mark Sheet).
3. Class XI Mark Sheet (both sides of Mark Sheet).
4. H.S.C. Mark sheet (both sides of Mark Sheet) or any other equivalent examination.
5. Transfer certificate obtained after the completion of H.S.C. or equivalent courses.
6. Certificate for proof of study from VI Std. to XII Std for the candidates who have
studied completely in Tamil Nadu.
7. Community Certificate. (if applicable)
8. Nativity certificate.
9. Birth Certificate of the Candidate.

10. Documents of Parents need to be uploaded for the candidates who claim their
native as Tamil Nadu as follows:-

a) Community Certificate (Who claims communal reservation)
b) Either one of (SSLC / PUC / HSC Mark sheet / Transfer Certificate) or
Non-literate parents should produce Non Graduate Certificate.
c) Either one of (Aadhar Card / Driving Licence / Voter ID)
d) Either one of (Ration Card / Passport)

11. First Graduate Certificate (if applicable) as in Annexure XIII (a) and (b).
The candidate who claims the benefit of First Graduate should submit their
certificate issued by the competent authority to their respective Colleges on
securing the admission.

12. Special Category Form with an additional fee of Rs.100/- via Bank payment portal
with relevant certificates for Persons with Benchmark Disabilities, Eminent Sports
Person and Ex-Servicemen, as applicable, along with the online application form
should be uploaded.

13. Bonafide Certificate from Chief Education Officer is mandatory to the candidates
who have studied VI Std. to XII Std in Tamil Nadu Government School for 7.5%
Special Reservation as mentioned in Annexure -II.

14. Income Certificate of parent for the candidates claiming fee exemption.

15. Eligibility Certificate obtained from the Tamil Nadu Dr. M.G.R. Medical University,
Guindy, Chennai for the candidates of other Universities / Boards (except State
Board).

16. Court orders (if any)

After submitting the filled in online application, the candidates are instructed to
download their filled in online application form for future reference.

IV. All the entries in the online application form should be filled by the candidate carefully.
The candidate should ensure that all information including the marks in the qualifying
examination furnished by him / her in the application and the enclosures are true and
correct. The candidate is informed that after proper scrutiny of his / her application, the
marks furnished by him / her in the application are not correct or any other information is
found to be incorrect, then;

a. He / She will forfeit the admission, no matter at what stage of the course, he /
she will be at that time;

b. He / She will be debarred from pursuing any other course for a period of three
years;
c. Legal proceedings / criminal action will be initiated against the candidate along
with their parents/guardian for furnishing false Mark Sheet / false Community
Certificate / false Nativity Certificate.

V. Even if the candidate is provisionally selected for the MBBS / BDS admission but found
to be failed in +1 examination, the provisional admission of the candidate automatically
stand cancelled.

Instructions for filling the Online Application Form:

(a) The candidate and the parent / guardian must ensure his / her eligibility criteria
before submitting the online application form. The candidates are instructed to go
through the Prospectus carefully and be clear about all the instructions with regard
to the submission of the online application form.

(b) The application form other than the one filled in online mode will not be accepted,
under any circumstances.

23. Uploading documents

a. Same passport size photograph which was uploaded in NEET UG-2022 examination
must be uploaded in the online application form. It should also be pasted in the
attendance sheet maintained at the counselling hall and also should be submitted at
the time of admission at the allotted Medical / Dental College.

b. The candidates should upload their signature in running hand writing (4 kb to 20 kb)
in the appropriate box given in the online application form. Placing initials as
signature is not acceptable. Writing full name in the box in capital letters would also
not be accepted as signature and the application form would be rejected.

c. The candidates must ensure that photograph and signature are uploaded in the
respective fields.

d. The candidate should put his/her left thumb impression on white paper with blue ink
and scan for uploading.

(2) Incomplete applications without enclosures will be rejected (Educational
certificates, Community, Nativity, Photograph and Signature).

(3) Candidates are advised to submit only one application form.

(4) Candidates should ensure that all information entered in the online application is correct
at the time of online submission of application form.

(5) Incomplete applications and applications not in accordance with instruction will not be
considered and are liable to be rejected. The application fee once paid will not be
refunded.

(6) Submission of online application and remittance of fee would close as per the schedule
given and no request for extension of time shall be entertained. Application once

AGE LIMIT (As per NEET UG – 2023 Bulletin)

The Candidates should have completed 17 years of age at the time of admission or

b) The Certificates who claim their Nativity as Tamil Nadu, should submit their nativity
certificate issued by the competent authority of Government of Tamil Nadu and
supported by a photocopy of Passport / Ration Card / Birth Certificate. If the copy of
the supporting document is not produced, then the application form will be rejected.
Nativity Certificate submitted after the deadline will also be summarily rejected.

c) Candidates belonging to other States and residing in Tamil Nadu cannot claim
nativity of Tamil Nadu.

d) Candidate who has appeared for NEET UG – 2023 as a native of other State,
cannot apply as a native of Tamil Nadu.

e) Permanent Residence Certificate in lieu of Nativity Certificate will not be accepted.

f) Nativity Certificate should be submitted with application alone will be accepted and
sending the Nativity Certificate separately will not be entertained.

g) Candidates who are Native of Tamil Nadu and have studied from Standard VI to
Standard XII in schools of Tamil Nadu should also produce Nativity Certificate and
Community Certificate issued by the competent authority along with the true copies
of certificates of either one of the parents such as any one of (Aadhar Card / Driving
Licence / Ration Card / Passport) and any one of (SSLC / 10th, 12th Mark Sheet
or Transfer Certificate). In case, parents are not literate, then No Graduation
Certificate for parents or First Graduation Certificate of the candidate, from the
competent Revenue Authority should be enclosed. The Community Certificate of
either one of the parent should be enclosed to claim Communal Reservation.

If candidates do not submit the above mentioned certificates and even if he/she had
studied Standard VI to Standard XII completely in Tamil Nadu, the candidate will be
considered under Open Category only

h) Candidates who are Native of Tamil Nadu, but have studied from VI Standard to XII
Standard outside Tamil Nadu either partly or completely in one or more States
should produce the Nativity Certificate and Community Certificate issued by the
competent authority along with the true copies of either one of the parents
certificates such as any one of (Aadhar Card / Driving Licence / Ration Card /
Passport) and any one of (SSLC / 10th, 12th Mark Sheet or Transfer Certificate). In
case, parents are not literate, then No Graduation Certificate for parents or First
Graduation Certificate of the candidate, from the competent Revenue Authority
should be enclosed. The Community Certificate of either one of the parent should
be enclosed to claim Communal Reservation.

If the candidates do not submit the above mentioned certificates, then the candidate’s application will be summarily rejected.

i) Candidates who are native of other States but studied their schooling from VI Std to
XII Std, continuously in Tamil Nadu, have to produce their School Bonafide
Certificate from School in which he/she studied Std VI to XII, to be considered under
the Open Category.

j) Community Certificate obtained from other States will not be considered for
reservation.

COMMUNITY CERTIFICATE

a) Candidates should produce Community Certificate obtained from the Revenue authorities
with competent jurisdiction as detailed below:

The candidature of ST candidate claimed after submission of application without ST
Community Certificate will be treated as Open category.

b) If a candidate of Tamil Nadu origin obtains community certificate from other state, he/she will be considered under Open Category.

c) If a candidate submits a false / fabricated Community Certificate, Nativity Certificate or any other Certificate, if it is found at a later point during the course of the study, it will result in expulsion of the candidate from the course and also legal proceedings / criminal action will be initiated against the candidate and their parents as per provision of law.

QUALIFYING CRITERIA

The National Testing Agency will prepare an All India Merit List of successful candidates
of NEET (UG) – 2023 on the basis of the eligibility criteria provided by the National Medical
Commission (erstwhile Medical Council of India) and Dental Council of India as given in
erstwhile Graduate Medical Education Regulations – 1997 issued under Indian Medical Council Act – 1956 and BDS Course Regulations, 2007 issued under the Dentists Act, 1948)

The eligibility criteria are as follows:

Admission to MBBS / BDS Degree Courses for academic session (2023-24)shall be
based solely on marks obtained in the National Eligibility-Cum-Entrance Test (NEET–UG
2023).

(a) In order to become eligible for admission to MBBS / BDS Courses for a particular academic year, it shall be necessary for the candidate to obtain minimum of marks at 50th percentile in National Eligibility Cum Entrance Test to MBBS / BDS Courses held for the said academic year.
However, in respect of candidates belonging to Scheduled Castes, Scheduled Tribes, Other
Backward Classes, the minimum marks shall be at 40th percentile.
In respect of candidates with Bench Mark Disabilities specified under the Rights of Persons
with Disabilities Act, 2016, the minimum marks shall be at 45th percentile for unreserved
category candidates and 40th percentile for SC/ST / OBC candidates.

(b) Provided when sufficient number of candidates in the respective categories fail to secure minimum marks as prescribed in National Eligibility Cum Entrance Test held for any
academic year for admission to MBBS / BDS Courses, the Government of India in
consultation with National Medical Commission (erstwhile Board of Governors in
Supersession of the Medical Council of India) and Dental Council of India may at its
discretion lower the minimum marks required for admission to MBBS/BDS Courses for
candidates belonging to respective categories and marks so lowered by the Government of
India shall be applicable for the said academic year only.

(c) To be eligible for admission to the MBBS / BDS Courses, a candidate must have passed in the subjects of Physics, Chemistry, Biology/Bio-technology and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry, Botany/ Zoology / Biology / Bio-technology at the Qualifying Examination as mentioned in Graduate Medical Education Regulations-1997 as amended in 2018 and BDS Course Regulations, 2007 and in addition must have come in the merit list of National Eligibility Cum Entrance Test for admission to MBBS / BDS Courses.

In respect of the candidates belonging to the SC, ST and OBC category, the marks obtained in Physics, Chemistry, Biology / Bio-technology taken in qualifying examination and competitive examination (Physics, Chemistry, and Biology) must be 40% marks instead of 50%.

In respect of candidates with Bench Mark Disabilities specified under the Rights of Persons with Disabilities Act, 2016, the minimum marks in qualifying examination in Physics, Chemistry and Biology/Bio-Technology taken together must be 45% instead of 50% for Unreserved category candidates and 40% for SC / ST / OBC candidates.

(d) Candidates who have passed 10+2 from Open School or as private candidates shall not be eligible to appear for ‘National Eligibility Cum Entrance Test’. Furthermore, study of Biology / Biotechnology as an Additional subject at 10+2 level also shall not be permissible.

(e) The candidates of other Boards / Universities / Countries (except State Board) who wish to take up a MBBS / BDS seat in the State of Tamil Nadu should submit the Eligibility Certificate obtained from the Tamil Nadu Dr. MGR Medical University, Guindy, Chennai, at the time of submission of filled in online application.

NON-ELIGIBILITY CRITERIA

(1) The candidates, who are native of other State, studied their schooling from VI to XII in other States are not eligible to apply for MBBS/BDS course.

(2) If the candidates of other Universities / Boards (except State Board) do not submit the
Eligibility Certificate obtained from the Tamil Nadu Dr. M.G.R. Medical University, Guindy,
Chennai, then their application will be summarily rejected.

(3) Candidates presently pursuing the MBBS course in Tamil Nadu or in other States of India or other countries are NOT ELIGIBLE to apply for the MBBS Course once again.

(4) Candidates presently pursuing the BDS course in Tamil Nadu or in other States of India or other countries are NOT ELIGIBLE to apply for the BDS Course again.
